Defines "red zones" as areas on state highways marked with red painted lanes where two lanes of traffic merge into one lane.

Requires the Department of Transportation to establish red zones on all state highways by January 1, 2015.

Prohibits vehicle operators in red zones from merging out promptly at the earliest safe opportunity and bars entering red zones to bypass other vehicles, effective January 1, 2015, except in emergencies.

Classifies violations of red zone rules as infractions.

Takes effect October 1, 2014.
