Amends language in Section 27-102m to use gender-neutral pronouns when referring to the commissioner's authority to investigate complaints about veteran care and treatment.

Modifies Section 27-108(a) to require hospitals to ask all admitted patients if they are veterans and to determine available payment sources before billing, with the Department of Veterans' Affairs providing hospitals a list of veteran benefits and payment options.

Exempts members of the armed forces, National Guard, and veterans with appropriate military training from written and practical examination requirements for emergency medical technician licensure and certification.

Transfers provisions regarding paramedic licensure exemptions for military members and veterans from Section 19a-179 to Section 20-206mm, allowing them to become licensed paramedics based on military training without examination requirements.

Establishes that "veteran" means any person discharged or released under conditions other than dishonorable from active service in the armed forces (Effective October 1, 2014).
