Repeals and replaces Section 27-108 of general statutes to clarify admission requirements for veterans to the Veterans' Home and state hospitals, effective October 1, 2014.

Establishes that veterans with no adequate means of support who need medical care due to disease, wounds, accident, or mental illness may be admitted to state hospitals at state expense.

Requires hospitals to ask patients if they are veterans upon admission and certify that no other funds or means of payment are available before submitting bills; Department of Veterans' Affairs must provide hospitals with a list of available veteran benefit funds.

Grants the Commissioner of Veterans' Affairs sole power to determine veteran eligibility and authorize transportation to facilities at state expense; allows the commissioner to designate agents to monitor that veterans receive necessary care and food.

Repeals Section 27-109 and maintains provisions allowing veterans able to pay to receive monthly bills, establishes procedures for assignment of income for unpaid bills, and permits the state to claim against deceased veterans' estates for outstanding hospital costs.
