Adds a new deduction (clause xx) to Connecticut income tax law for active service pay received pursuant to section 27-61a, allowing taxpayers to exclude such amounts from gross income for tax purposes.

Allows the deduction to the extent the active service pay is properly included in gross income for federal income tax purposes.

Effective from passage and applicable to taxable years commencing on or after January 1, 2014.

Amends section 12-701(a)(20)(B) of the Connecticut general statutes to add this deduction as one of several allowed subtractions from federal adjusted gross income.
