Prohibits the manufacture, sale, offer for sale, or distribution of children's jewelry (designed for children 12 years old or younger) containing cadmium at more than 0.0075 percent by weight, effective July 1, 2016.

Defines "children's jewelry" to include charms, bracelets, pendants, necklaces, earrings, rings, and any components thereof intended for children 12 years or younger.

Establishes a task force to study safe cadmium thresholds in children's jewelry, consisting of representatives from jewelry manufacturing, child health and safety organizations, child advocacy groups, jewelry retail, and state agencies.

Requires the task force to submit findings and recommendations to the General Assembly by January 15, 2015, and terminates upon submission of the report.

Grants the Commissioner of Consumer Protection authority to enforce the cadmium restrictions within available appropriations.
