Prohibits storage, treatment, transfer, or disposal of hydraulic fracturing waste until the Commissioner of Energy and Environmental Protection adopts regulations governing such activities.

Requires regulations to eliminate exemptions for certain hazardous wastes from fracking (40 CFR 261.4(b)(5)) and subject them to Connecticut's hazardous waste management rules.

Mandates regulations to ensure radioactive materials in fracking waste do not pollute air, land, or water and do not threaten public health or the environment.

Bans the sale, distribution, or use of any product derived from or containing fracking waste until required regulations are adopted.

Allows the Commissioner to issue permits for treatment of up to 1,000 gallons of fracking waste on a case-by-case basis with conditions and fees to be determined.
