Establishes a regulatory framework for classical homeopaths (persons certified by the Council for Homeopathic Certification) to provide homeopathy services without state licensure, effective October 1, 2014.

Prohibits classical homeopaths from conducting surgery, administering x-rays, setting fractures, prescribing or administering drugs or controlled substances, recommending discontinuance of prescribed medications, or representing themselves as physicians.

Requires classical homeopaths to provide written notification to clients in plain language stating they are not licensed physicians, services are not state-regulated, describing the nature of services and the theory behind them, and detailing the practitioner's qualifications.

Mandates classical homeopaths obtain signed written acknowledgment from clients confirming receipt of required disclosures and retain such acknowledgments for at least three years.

Requires unlicensed persons advertising homeopathy to disclose in advertisements that they are not state-licensed health care providers, and exempts classical homeopaths from regulation under Connecticut's medical practice chapter.
