Increases Council on Developmental Services from 13 to 15 members, with appointments changing from the General Assembly selecting 4 members to 6 members, including one person with autism spectrum disorder and one person with autism appointed by majority leaders.

Allows council members to continue serving beyond two consecutive terms until a successor is appointed for developmental services regional councils and allows Governor-appointed Council on Developmental Services members to serve two-year terms.

Changes meeting frequency requirement for Council on Developmental Services from bimonthly to six times per year.

Replaces terminology "persons with mental retardation" with "individuals with intellectual disabilities" and changes "parent" to "relative" in council membership provisions.

Expands Autism Spectrum Disorder Advisory Council membership to 17 members, adding one physician who treats or diagnoses autism spectrum disorder appointed by the Governor, and restructuring parent/guardian and advocate representative appointments.
