Restricts pesticide application at parks, playgrounds, athletic fields, and municipal greens to certified pesticide applicators only, effective October 1, 2014.

Prohibits lawn care pesticides entirely at these facilities, except for emergency applications to eliminate immediate threats to human health such as mosquitoes, ticks, and stinging insects.

Allows emergency pesticide applications by non-certified applicators only when the controlling authority determines it necessary and impractical to obtain a certified applicator, and does not involve restricted use pesticides.

Requires the controlling authority to provide public notice at least 24 hours before pesticide application, including the active ingredient name, target pest, location, and application date, with records maintained for five years.

Exempts microbial pesticides, biochemical pesticides, horticultural soaps, and oils from lawn care pesticide restrictions.
