Changes the adoption deadline for State Board of Education teacher evaluation guidelines from July 1, 2012 to July 1, 2014.

Prohibits student performance data from mastery examinations from being included in teacher performance evaluations for the school year commencing July 1, 2014.

Adds two new requirements to teacher evaluation guidelines: each teacher must receive one formal classroom evaluation per school year, and one student learning objective goal must be established for each teacher annually.

Expands the definition of non-public records to include teacher performance data collected by entities contracting with local or regional boards of education, while keeping records of personal misconduct public and disclosure-able without teacher consent.

Requires all local and regional boards of education to submit implementation progress reports to the Performance Evaluation Advisory Council, joint education committee, and State Board of Education by January 1, 2015.
