Authorizes the Commissioner of Consumer Protection to issue an off-site farm winery sales and tasting permit to holders of a manufacturer permit for a farm winery, effective July 1, 2014.

Permits up to seven events or functions per year where wine can be sold by the bottle and free samples offered at locations outside the winery's permit premises, subject to temporary liquor permits or charitable/nonprofit permits.

Requires permit holders to notify the Department of Consumer Protection at least five business days before each event, provide the date, hours and location, and ensure the holder or authorized representative is present during all sales and sample offerings.

Establishes an annual permit fee of $250 and a one-time nonrefundable filing fee of $100, valid for one year from issuance.

Allows municipalities to prohibit off-site farm winery sales and tastings within their jurisdictions through ordinance or zoning regulation.
