Requires the Department of Consumer Protection to conduct state and national criminal history records checks on any person seeking initial authorization to install, service, and repair residential security systems in one to three-family dwellings, effective January 1, 2015.

Prohibits issuance of initial authorization for residential security system work on or after January 1, 2015, unless the department has received the results of criminal history records checks conducted in accordance with section 29-17a.

Applies to persons employed by electrical contractors holding an E-1 unlimited or L-5 contractor license who have completed an approved apprenticeship and training program.

Maintains existing requirements that authorized workers cannot perform telecommunications electrical work except for interface wiring from residential security systems to existing telephone connections for monitoring purposes.
