Requires parties requesting subpoenas for witness depositions to reimburse non-party witnesses for all reasonable costs incurred in compliance, effective October 1, 2014.

Reimbursable costs include expenses for appearing at depositions, producing documents or tangible items, electronic discovery costs, and attorney's fees.

Grants Superior Court jurisdiction to quash, modify, or enforce compliance with subpoenas and to order reimbursement of reasonable witness costs.

Permits parties to make advance payments to witnesses to cover reasonable compliance costs without waiting for a court order.
