Labor Department must conduct a study of Workforce Investment Board programs by October 1, 2014, in collaboration with boards throughout the state.

Study shall examine office locations, ownership, management, staffing levels, number of job seekers served, employer utilization by industry, and employment placement success rates.

Study must assess training program offerings, coordination between boards and the department to prevent duplication, casework quality and documentation processes, and regional program coordination methods.

Study shall determine whether job seekers can simultaneously participate in state-operated employment programs and Workforce Investment Board programs.

Labor Department must submit findings report to the General Assembly by January 1, 2015.
