Establishes the position of Assistant State Ombudsman to work under the supervision of the State Ombudsman within the Office of the Long-Term Care Ombudsman.

Specifies that the Assistant State Ombudsman position shall be classified as a civil service position, with future vacancies filled according to classified service procedures.

Assigns the Assistant State Ombudsman to protect the health, safety, and welfare of residents in long-term care facilities, including investigating complaints and representing resident interests before government agencies.

Designates the Assistant State Ombudsman to provide technical assistance to regional ombudsmen, support volunteer recruitment and training, and oversee program data management and reporting.

Effective date of July 1, 2014 for both the establishment of the new position and amendments to section 17b-400 of the general statutes.
