Defines a "chronically absent child" as a student with 18 or more unexcused absences in a school year, and establishes district and school chronic absenteeism rates based on the percentage of such students.

Requires local and regional boards of education with a district chronic absenteeism rate of 10% or greater, or a school with a 15% or greater rate, to establish a district school attendance review team.

The attendance review team shall consist of school administrators, guidance counselors, social workers, teachers, and community representatives, and must meet at least monthly to review cases of chronically absent children and recommend interventions.

Modifies the annual strategic school profile report requirement to include the number of truants and chronically absent children as a measure of school performance, alongside existing reporting on student needs, resources, and achievement.

Effective date is July 1, 2014.
