Empowers the standing legislative regulation review committee to review any agency regulation to determine if it is obsolete or unduly burdensome on compliance.

Requires the regulation review committee to schedule and conduct a public hearing where the agency and public may testify regarding the regulation under review.

Authorizes the regulation review committee to request the agency initiate repeal proceedings under chapter 54 of the general statutes if it determines a regulation is obsolete or too onerous, provided repeal does not require new legislation.

Requires the regulation review committee to notify the relevant joint standing committee of the General Assembly about any repeal requests.

Effective date of October 1, 2014.
