Establishes a pilot program through the Office of Higher Education to provide $500,000 in financial aid for fiscal year 2015 and $500,000 for fiscal year 2016 to students enrolling in nondegree certificate programs and technical courses at regional community-technical colleges.

Eligible programs and courses must provide industry-recognized credentials and directly correlate with occupational openings in shortage areas including health care, manufacturing, transportation, and energy.

Restricts financial aid to students in financial need who are not eligible for federal financial aid and do not have access to Workforce Investment Act training resources.

Requires the Office of Higher Education to report annually by October 1, 2016 and for four years thereafter to the joint standing committee on higher education regarding student enrollment, completion rates, credentials earned, and employment outcomes.

Takes effect July 1, 2014 and creates a new statutory section.
