Amends Section 46a-58 to add "gender identity or expression" and "mental disability" as protected classes against discrimination, effective October 1, 2014.

Expands protections to include discrimination based on religion, national origin, alienage, color, race, sex, gender identity or expression, sexual orientation, blindness, physical disability, or mental disability.

Defines desecration as a discriminatory practice, including marring, defacing, or damaging public or private property (not owned by the person) or religious objects as a demonstration of irreverence or contempt.

Prohibits placing burning crosses or nooses on public property or private property without owner consent, with noose placement requiring intent to intimidate or harass based on a protected characteristic.

Establishes penalties of class A misdemeanor for violations, or class D felony if property damage exceeds $1,000.
