Establishes the Point Stratford Infrastructure Improvement District in Stratford, Connecticut, effective July 1, 2014, encompassing approximately 78.32 acres across two parcels along Main Street and the Housatonic River.

District may be established by voter petition and referendum, requiring approval by two-thirds of property assessment holders; governed by a board of four elected directors plus one mayor-appointed director.

District authorized to finance, construct, and maintain infrastructure improvements including roads, sidewalks, utilities, sewers, parking, marinas, flood control systems, and community water systems through taxes, fees, and benefit assessments.

District may issue bonds for up to 30 years without state or town pledge of full faith and credit; bonds secured by district revenues, fees, or benefit assessments.

District must enter interlocal agreement with town of Stratford before issuing bonds and submit quarterly project activity reports; district may be merged into town if no bonds issued within four years of enactment.
