Commissioner of Energy and Environmental Protection may offer outdoor recreation services including bicycle, boat, cabin and tent rentals, firewood sales, and camp store operations at state parks and forests, with fees set by market value.

Revenue from outdoor recreation services deposits to the Conservation Fund's enterprise program account, except cabin rental revenue may be allocated to maintenance and repair subaccounts for individual state parks.

Establishes separate maintenance, repair and improvement account within General Fund to receive special event rental fees from state parks, with individual subaccounts maintained for each park.

Cabin rental revenue allocated to park subaccounts must be used exclusively for maintaining cabins located in that park; maintenance funds supplement but do not replace general state appropriations.

Bureau of Outdoor Recreation must complete comprehensive reviews of all state parks by February 1, 2020, assessing park condition, facility inventory, and staffing needs, with updates required every five years thereafter.
