Authorizes the Commissioner of Energy and Environmental Protection to provide outdoor recreation services at state parks including bicycle, boat, cabin and tent rentals, firewood sales, and camp store operations, with fees set by market value effective July 1, 2014.

Establishes a maintenance, repair and improvement account to receive 100% of revenues from special event rentals (weddings, receptions) and 50% of all other state park operating revenues, with separate subaccounts for each park.

Requires portion of cabin rental revenue to be allocated to the maintenance and improvement subaccount of the park where the cabin is located, with cabin rental revenues dedicated to maintaining cabins in that park.

Mandates the Bureau of Outdoor Recreation to submit a results-based accountability report card starting December 31, 2014 and annually thereafter, measuring park use, attendance, safety, patron satisfaction, operations, facilities and personnel.

Requires the Bureau of Outdoor Recreation to conduct comprehensive reviews of each state park by February 1, 2020, including condition assessments, facility inventories, revenue potential, historic significance, and staffing needs, with updates every five years thereafter.
