Three state departments (Mental Health and Addiction Services, Public Health, and Children and Families) shall jointly develop a proposal for an urgent care center for behavioral health concerns to be operated by public and private entities, with submission to relevant legislative committees by February 1, 2015.

The Department of Children and Families shall require entities providing services under its voluntary services program to record insurance information and treatment acceptance/denial data for a three-month period and submit findings by February 1, 2015.

The Department of Children and Families shall analyze collected data to assess accessibility of in-home behavioral health care services to insured youth, evaluate cost-shifting to the state and nonprofit providers, and identify methods to reduce excessive burden.

The department shall report assessment results to relevant legislative committees by April 1, 2015.

The Departments of Mental Health and Addiction Services and Children and Families shall develop a substance abuse recovery support plan for adolescents and young adults including community support methods, outreach strategies, and funding options, with status reports to legislative committees by January 15, 2016.
