Requires the Labor Commissioner to submit annual reports to education and labor committees by November 15th identifying general economic trends, occupational data, and emerging workforce needs over the next 30 years.

Requires the superintendent of the technical high school system to submit annual reports detailing how curriculum incorporates workforce skills identified by the Labor Commissioner and to provide employment status data for graduates including demographics, enrollment, wages, and program completion rates.

Mandates the superintendent collaborate with the Labor Commissioner to obtain necessary information and submit assessments of resource adequacy and recommendations to the State Board of Education.

Requires the Commissioner of Economic and Community Development to report annually on the department's coordination with the technical high school system, collaboration with businesses, workforce training needs, and recommendations for improving efforts to address identified needs.

Effective July 1, 2014.
