Expands the duties of the state employment and training commission to include developing a coordinated strategy for reemployment of workers age 50 and older and coordinating an electronic state hiring campaign through the Labor Department website by January 1, 2015.

Requires the Labor Department to develop a one-page quick-reference guide by January 1, 2015 summarizing public and private resources available to unemployed workers age 50 or older and make these resources accessible through the 2-1-1 Infoline website.

Directs the Labor Department to develop an informational campaign by January 1, 2015 describing apprentice training programs and addressing misconceptions about apprenticeship benefits for unemployed individuals.

Requires the Labor Commissioner to convene a working group by January 1, 2015 to determine if resume writing assistants at CTWorks One-Stop Career Centers should be required to obtain certified professional resume writer credentials by July 1, 2015.

Directs the Board of Regents for Higher Education to implement the Plus 50 Initiative throughout the community-technical college system and examine expanding manufacturing technology centers to other high-demand career areas, with results reported by July 1, 2015.
