Prohibits employers and employment agencies from publishing job advertisements that state or indicate unemployed individuals are disqualified, will not be considered, or that current employment is required, effective October 1, 2014.

Bars employers from requesting or directing employment agencies to reject individuals solely based on their unemployment status.

Prohibits employment agencies from limiting, segregating, or classifying individuals in ways that restrict access to job information or referrals due to unemployment status.

Allows employers and agencies to still require professional licenses, specific education or training, relevant work experience, or preference for current employees without violating the act.

Establishes civil penalties of $500 for first violations and $1,000 for subsequent violations, enforceable by the Labor Commissioner with appeals available to Superior Court.
