Adds a new duty for the Department of Veterans' Affairs commissioner to develop an outreach program informing Connecticut National Guard members, honorably discharged members, and their families of available federal and state mental health services.

Requires the commissioner to consult with the Department of Mental Health and Addiction Services, Department of Children and Families, Military Department, veterans' organizations, and local veterans' advisory committees in developing the outreach program.

Specifies that the outreach program must inform eligible individuals about transitional behavioral health services available under section 17a-453d.

Takes effect July 1, 2014.
