Define hydraulic fracturing waste as any wastewater, wastewater solids, brine, sludge, drill cuttings, or other byproducts resulting from hydraulic fracturing operations, including solid wastes identified in federal regulations.

Require the Department of Energy and Environmental Protection to ensure hydraulic fracturing waste transported in Connecticut is subject to the same hazardous waste standards and transparency requirements as all other hazardous waste under Connecticut regulations.

Mandate the Department of Energy and Environmental Protection, in consultation with the Departments of Transportation and Public Health and the EPA, to submit a comprehensive assessment of hydraulic fracturing waste to the joint standing committee on energy by February 1, 2015.

The assessment must include recommendations to ensure hydraulic fracturing waste or related products do not threaten air quality, water quality, public health and safety, agriculture, livestock, wildlife, private lands, public lands, or public roadways.
