Expands grant eligibility for municipalities affected by groundwater pollution to include water necessary for public health and firefighting needs, in addition to potable drinking water supplies.

Requires state funding to cover 100 percent of costs for providing water to meet public health and firefighting needs during the first five-year period following installation of water treatment systems.

Maintains existing state funding for short-term water provision, engineering reports, capital improvements, and five-year monitoring and maintenance of individual water treatment systems and drinking water wells.

Replaces pronoun "he" with "the commissioner" for clarity in describing the commissioner's authority to advance any percentage of short-term and long-term water provision costs deemed necessary.

Takes effect July 1, 2014, and amends Section 22a-471(b)(1) of the Connecticut General Statutes.
