Amends section 22a-430(f) of Connecticut general statutes effective October 1, 2014 to authorize the Commissioner of Energy and Environmental Protection to delegate permit authority for alternative sewage treatment systems in wastewater management districts established under section 7-247.

Adds alternative sewage treatment systems to the list of discharge categories for which the commissioner may delegate permitting authority to state agencies, water pollution control authorities, municipal building officials, or health directors.

Requires the commissioner to establish minimum requirements by regulation for disposal systems in delegated categories, considering pollution risk, technical expertise, and jurisdictional alignment of delegating agencies.

Permits denied or orders issued by delegated authorities remain subject to hearing and appeal procedures under sections 22a-436 and 22a-437.

Permits granted by delegated authorities are deemed equivalent to permits issued directly by the commissioner.
