Amends Section 30-94 of the general statutes effective July 1, 2014 to permit beer manufacturers and out-of-state beer shippers to offer floor stock allowances to beer wholesalers with department approval.

Floor stock allowance for beer is defined as any rebate, discount, or inducement given to a wholesaler for sales promotion or destruction of beer stored in their warehouse or facilities at the time the allowance is provided.

Requires all allowances be offered on a nondiscriminatory basis to all authorized wholesaler permittees and prohibits manufacturers from requiring wholesaler participation in allowance programs.

Prohibits allowance rates or percentages from varying based on the quantity of beer sold.

Requires floor stock allowance payments to be made within thirty business days after the manufacturer or shipper receives verification of the payment amount, with claims due within six months of payment.
