Establishes a craft alcoholic liquor distiller permit allowing manufacture, storage, bottling, wholesale distribution, and retail sale of spirits distilled on licensed premises with Department of Consumer Protection approval.

Permits on-premises tasting of distilled spirits in samples not exceeding two ounces per patron per day, prohibited for minors and intoxicated persons.

Limits craft distillers to production of no more than 25,000 gallons per annum; distillers exceeding this threshold must obtain appropriate manufacturer permits and comply with relevant provisions.

Restricts individual consumer purchases to a maximum of 1.5 liters per day and prohibits permit holders from holding other manufacturer permits or out-of-state shipper's permits.

Sets annual permit fee at $1,000 and extends existing holiday and Sunday sales restrictions to craft distiller permits, effective from passage.
