Replaces references to "Medicaid" with "medical assistance" throughout the statute governing brand name drug prescriptions for state-supported recipients.

Requires practitioners to specify "brand medically necessary" in their own handwriting (not preprinted or stamped) when prohibiting generic substitution, including the medical basis for the requirement.

Allows electronic prescriptions to indicate no-substitution status through a certified electronic prescription code, in addition to written and telephonic communication methods.

Mandates pharmacists obtain approval from an independent pharmacy consultant before dispensing brand name drugs when generic equivalents are available, with approval deemed granted if not received within two hours.

Permits pharmacists to appeal denials of reimbursement for failing to substitute generic drugs and allows practitioners to appeal determinations requiring generic substitution instead of brand name drugs.
