Allows emergency department physicians to enroll separately as Medicaid providers and receive direct reimbursement for professional services provided in hospital emergency departments to Medicaid recipients, effective January 1, 2015.

Emergency department physicians shall be reimbursed at the Medicaid physician fee schedule rate in effect at the time services are provided.

Commissioner must adjust emergency department physician reimbursement rates in consultation with the Connecticut Hospital Association and Connecticut College of Emergency Physicians if payments result in additional state costs, to ensure budget neutrality.

Requires Commissioner to submit written notice to the General Assembly's human services and appropriations committees at least 35 days before January 1, 2015, if unable to implement these provisions, including reasons for delay and implementation date.

Establishes that emergency department physicians may be reimbursed for services provided on the same day a Medicaid recipient is admitted to the hospital.
