Defines "rated housing facility" as boarding facilities or homes licensed by developmental services, mental health, or children and family departments, or the New Horizons facility, that are approved by the Department of Social Services to receive state supplement payments.

Allows the Commissioner of Social Services to make state supplement and temporary family assistance payments directly to licensed residential care homes and rated housing facilities, in addition to applicants and service providers.

Requires 90% of clean claims for services to be paid within 30 days and 99% within 90 days, excluding claims from persons under fraud or abuse investigation.

Establishes that the Department of Social Services shall pay residential care homes and rated housing facilities a per diem or monthly rate minus any applicable resident income, with provisions for retroactive rate adjustments and eligibility determinations.

Authorizes residential care homes to receive rate increases for capital improvements made for resident health and safety during any fiscal year, subject to available appropriations.
