Allows town selectmen to discontinue highways, private ways, or dedicated land in whole or in part, subject to majority vote at town meetings, except for highways laid out by courts or the General Assembly or those within cities or boroughs.

Requires selectmen to provide written notice by first-class mail at least 15 days before any town meeting to consider discontinuance, sent to all property owners bordering the affected highway or private way as shown on the grand list.

Mandates that selectmen record a notice of approval on land records after voting to approve discontinuance, including a list of bordering parcels and their owners as shown on the grand list.

Allows any aggrieved person to apply to Superior Court for relief from a discontinuance or partial discontinuance following the procedures in section 13a-62.

Permits aggrieved persons to seek court relief if selectmen fail to approve or reject a discontinuance petition for unused, unworked land within 12 months of presentation.
