Municipalities must submit annual reports to the State Comptroller by October 1, 2015, and thereafter detailing group health policies for employees, retirees, and early retirees, including covered benefits, premium costs by tier, cost-sharing requirements, and enrollment numbers.

Health insurers, hospital service corporations, and medical service corporations must provide employers with 36 months of claims data, utilization data, and premium information annually by October 1, free of charge, in formats including written reports, secure electronic transmission, or web portals.

Insurers must also submit utilization and claims information to the State Comptroller annually by October 1, 2014, which the Comptroller must maintain as confidential and cannot be disclosed under public records law.

The Comptroller shall submit reports by January 1, 2016, and annually thereafter estimating costs or savings if employers obtained coverage through the state's group hospitalization and medical and surgical insurance plans.

The Comptroller is authorized to convene a working group through June 30, 2015, to develop health care provider payment reforms including multipayer initiatives, patient-centered medical homes, and value-based purchasing, with participant surveys and meetings exempt from antitrust and open meeting laws.
