Repeals and replaces Section 20-332b of Connecticut general statutes to establish new apprenticeship-to-journeyperson/contractor hiring ratios effective October 1, 2014.

Sets apprentice-to-licensee ratios for Electrical, Plumbing, Heating, Piping and Cooling, Sprinkler Fitter, and Sheet Metal Work trades, ranging from 1:1 for 1 apprentice up to 10:26 for 10 apprentices.

Reduces maximum licensees allowed for 3, 4, and 5 apprentices from 5, 8, and 11 respectively to 3, 4, and 5 to create a 1:1 ratio for up to five apprentices.

Continues the ratio at 3 journeypersons to 1 apprentice for apprentices beyond the initial five.

Directs the Commissioner of Consumer Protection to amend existing Connecticut state agency regulations to implement the new hiring ratios.
