Allows applicants for Class D operator's licenses with public passenger transportation endorsements to be deemed medically qualified if they control a medical condition with medication certified by a licensed physician.

Modifies section 14-44(b) to establish this medical exception to standard Department of Transportation medical qualification requirements under 49 CFR 391.

Requires applicants to still pass physical examinations within 90 days of application and meet all other licensing requirements including background checks and fingerprinting.

Takes effect October 1, 2014.
