Amends budget document requirements to include estimations of funding and expenditures from all other funds in addition to General Fund and special agency funds, effective July 1, 2014.

Requires all dollar amounts in budget documents and status reports to be presented in numerical form rounded to the nearest thousand, beginning with budgets for the biennium ending June 30, 2017.

Mandates inclusion of estimations from all other funds (including federal funds) in budget status reports for fiscal year ending June 30, 2017 and each even-numbered year thereafter.

Updates budget document structure to reorganize narrative summaries and position data presentation within the budgeted agency information section.

Applies changes to both the Governor's budget recommendations and subsequent budget status reports submitted to the Legislature.
