Requires the president pro tempore of the Senate or speaker of the House of Representatives (or their designees) to notify the Treasurer prior to consideration of any bill authorizing bond issuance in the first chamber, effective October 1, 2014.

Changes the tax expenditure report submission deadline from January 1, 1995 to February 1, 2016, with reports to be submitted biennially thereafter to the joint standing committee on finance, revenue and bonding.

Requires tax expenditure reports to include descriptions of each tax expenditure, enactment year and purpose, estimated fiscal impact for the current biennium, and estimated number of taxpayers benefiting from each expenditure.

Mandates the joint standing committee on finance, revenue and bonding to meet and analyze each submitted tax expenditure report upon receipt.
