Repeals and replaces subsection (h) of section 10a-173 of the Connecticut General Statutes regarding the Governor's Scholarship incentive pool.

Establishes eligibility criteria for students receiving Governor's Scholarship need-based grants: must return with sufficient credits to complete an associate degree in two years or bachelor degree in four years, and must exceed minimum satisfactory academic performance standards.

Makes students eligible for the incentive pool beginning in their second year of receiving the need-based grant.

Directs the Office of Higher Education to determine eligibility and distribute the pool to participating institutions of higher education.

Takes effect from passage and makes a technical grammatical change by adding a comma to the statute.
