Defines "gift card" to include physical cards, electronic cards, stored-value cards, and similar records that contain prepaid value for goods or services.

Requires merchants to provide cash refunds for remaining gift card balances of less than five dollars if requested by the purchaser after a purchase.

Classifies violations of the cash refund requirement as unfair or deceptive trade practices under Connecticut General Statutes section 42-110b.

Takes effect July 1, 2014.
