Requires the Commissioners of Agriculture, Consumer Protection, and Economic and Community Development to study the feasibility of legalizing industrial hemp for economic development purposes.

Commissioner of Agriculture shall study production feasibility, Commissioner of Consumer Protection shall study possession feasibility, and Commissioner of Economic and Community Development shall study sales feasibility.

Commissioners must report findings to joint standing committees by January 1, 2015, with recommendations on establishing a statutory definition of industrial hemp based on tetrahydrocannabinol (THC) percentage.

Recommendations must address amending state statutes to exclude industrial hemp from the definition of "controlled substance" under section 21a-240 of the general statutes.

Recommendations must include proposals for establishing a licensing system for industrial hemp growers and sellers.
