Expands illegal voting penalties to include attempted fraudulent voting, not just completed votes, for unqualified persons or qualified persons voting more than once at the same election.

Maintains existing penalties of $300-$500 fine and 1-2 year imprisonment for fraudulent or attempted fraudulent voting, with disfranchisement as a consequence.

Creates class D felony status for voting or attempting to vote by assuming another person's name, with disfranchisement as a penalty.

Defines "attempt" according to section 53a-49 and clarifies that "primary" and "election" include each separate primary and election held on the same day.

Effective from passage and amends Connecticut General Statutes section 9-360.
