Towns must provide registrars of voters with office space, supplies, equipment, secure record storage facilities, Internet access, and electronic mail capability to correspond with the Secretary of the State.

Official records of registrars of voters must be accessible to all registrars in the town, with all registrars jointly responsible for safekeeping such records.

Secretary of the State's written instructions, regulations, and opinions regarding election administration shall be presumed correct and binding, except for chapters 155-158, and must be labeled as such and cite supporting authority.

State Elections Enforcement Commission may levy civil penalties up to $2,000 per offense for violations of election laws, with expanded jurisdiction over chapters 155-158 (inclusive) rather than limited to chapters 155 and 157.

Voter identification requirements must be posted at polling locations where official checkers are stationed, in a manner prescribed by the Secretary of the State.
