HB 5483 Summary

• Extends the foreclosure mediation program deadline from July 1, 2014, to July 1, 2018, allowing mortgagors to request mediation for foreclosure actions with return dates through June 30, 2018.

• Applies to residential real property foreclosures with return dates from July 1, 2009, through June 30, 2018, and to real property owned by religious organizations with return dates from October 1, 2011, through June 30, 2018.

• Maintains mediation procedures including required notice to mortgagors, pre-mediation financial documentation gathering, mediator-facilitated sessions, and prohibition on foreclosure judgments until mediation concludes or expires.

• Requires the Chief Court Administrator to submit reports to the joint standing committees on banks and housing by February 14, 2015, with data on mediation cases, sessions held, agreements reached, and party characteristics from July 1, 2013, through December 31, 2014.

• Effective from passage and amends General Statutes sections 49-31l and 49-31n regarding foreclosure mediation procedures and timelines.
