Department of Education, Board of Regents for Higher Education, and Board of Trustees for The University of Connecticut shall develop a plan to ensure all public high school and constituent unit students receive financial literacy instruction, including credit card and debit card usage impacts.

High school students must receive the instruction during their final year, while constituent unit students must receive it no later than completion of their second semester.

Departments shall work with the Department of Banking to leverage available federal, state, and private funds to implement the financial literacy plan.

Commissioner of Education, president of the Board of Regents, chairperson of the Board of Trustees for UConn, and Banking Commissioner must report to the joint standing committee on banks by January 1, 2015 regarding the developed plan.

Effective date is July 1, 2014.
