Establishes the University of Connecticut Board of Trustees composition at 21 members, including 12 gubernatorial appointees, 2 alumni-elected trustees, 2 student-elected trustees, and 5 ex officio members.

Requires student trustees to be full-time enrolled students at the time of election and during their term of service, with one representing undergraduates and one representing law, medical, dental, social work, and graduate students.

Adds a new alternate student trustee position to be elected biennially on or before July 1, 2016, and thereafter, selected by undergraduate students of the university.

Effective July 1, 2014, with the alternate student member provision taking effect July 1, 2016.
