Establishes an accelerated certificates program for eligible adults (age 18+) who lack English or mathematics proficiency and seek to enter or reenter the workforce, effective July 1, 2014.

Board of Regents for Higher Education shall develop the program in collaboration with the Office of Higher Education, Department of Education, and regional workforce development boards, with certificate completion within 18 months.

Program curriculum includes adult literacy, English for limited English proficiency speakers, mathematics, and career or technical training, offered at multiple locations including community-technical colleges, technical high schools, and adult education programs.

Board of Regents president must submit annual reports starting July 1, 2015, to the joint standing committee on higher education detailing certificate types offered, enrollment numbers, completion rates, and employment or continued education outcomes.
